The High and Ashley Street Planning Proposal has been completed.

The Hornsby Local Environmental Plan 2013 (Amendment No. 12) has been finalised and published on the NSW Government's Legislation website on 19 May 2023. Associated amendments to the Hornsby Development Control Plan 2013 were also finalised and published on Council's website on 19 May 2023.

The finalisation of the Hornsby LEP and DCP amendments concludes the High and Ashley Street Planning Proposal.


Council exhibited changes to planning controls to facilitate extensions to the existing Hornsby RSL Club, a hotel, serviced apartments and shop-top housing along with a seniors living complex. The exhibition was held between 1 December 2022 to 31 January 2023.

The changes involve increasing the maximum height permitted at Nos. 2 and 4 High Street to approximately 12 storeys and increasing the maximum height permitted at Nos. 7, 9, 11, 15, 17 and 19 Ashley Street and Nos. 2 and 4 Webb Avenue to approximately 6 storeys.

Draft amendments to the Hornsby Development Control Plan 2013 were also exhibited relating to building height transition, setback, parking, and heritage requirements.
