What's Happening

On Wednesday 12 November 2025, Council will consider a Report on Submissions received on the Glenorie Village Investigation Report and draft Glenorie Village Place Plan.

Exhibition of the Glenorie Village Investigation Report and draft Glenorie Village Place Plan took place from 14 July 2025 to 31 August 2025. Council officers have reviewed community feedback and prepared a Report on Submissions and final Place Plan, which will be considered by Council at its 12 November 2025 meeting.

The Report on Submissions and attachments, including the final Place Plan, are available on Council's website (scroll down to view the Business Paper for 12 November 2025). The meeting can be viewed online or in person. If you wish to attend the meeting in person or address Council on the item, you must register your interest in advance by completing the online Speaker Form no later than the day before the meeting.

Council officers are currently reviewing community feedback and preparing a Report on Submissions. This report will be presented to Council for consideration with a final Place Plan in late 2025.

The Glenorie Village Investigation Report and draft Glenorie Village Place Plan are now on exhibition.

The Glenorie Village Investigation Report and draft Glenorie Village Place Plan were on exhibition between 14 July 2025 and 31 August 2025. These documents bring together insights from the Opportunities and Constraints Working Paper, supporting studies, community feedback, and collaboration with State Agencies to explore future change scenarios for Glenorie that respect Glenorie's rural village character.

Key recommendations for Glenorie Village include the introduction of opportunities for smaller lots ranging in size from 4,000-5,000sqm close to the Village to the southeast, townhouses along Old Northern Road within the existing low-density area (subject to sewer servicing constraints) and a mix of commercial and residential development on the southern corner of Cairnes Road and Old Northern Road.

Background

Hornsby Shire Council is currently implementing the long-term recommendations of the Hornsby Rural Lands Study 2022 (RLS) by undertaking investigations in and around Glenorie Village. The Hornsby RLS recommends investigating the possibility for housing diversity around Glenorie Village in the form of 5,000-10,000m² environmental living allotments.

As part of this investigation, Council prepared a draft Opportunities and Constraints Working Paper for community discussion. This document was released in November 2024 and updated in July 2025 and can be viewed above. Targeted consultation with the Glenorie community took place in November and December 2024 and the outcomes of this consultation are presented in the April 2025 Feedback Summary Report, also available above.

On Wednesday 9 July 2025, Council considered a report recommending exhibition of the Glenorie Village Investigation Report and Draft Glenorie Village Place Plan. These documents present the results of planning investigations undertaken in Glenorie, consider community feedback to date and outline a proposed vision for the future of Glenorie Village.
