The Hornsby Affordable Housing Strategy was adopted by Council on 11 December 2024.

The Hornsby Affordable Housing Strategy draws upon housing market trends, demographic and household analysis, and economic considerations. It provides actions across the public and private sectors for the delivery of more market rental, affordable, and social housing within the Shire. Emphasis is placed on key workers, acknowledging the value of the many types of individuals and households that make up the current and future Shire community. The Strategy also supports the implementation and administration of the Hornsby Precinct Affordable Housing Contribution Scheme, setting out an evidence base and identifying a clear need for affordable housing in the Shire.

At its meeting on 14 August 2024, Council considered Director's Report No. PC17/24 to exhibit the draft Hornsby Affordable Housing Strategy. The draft Strategy was exhibited from 23 September 2024 to 26 August 2024. On 11 December 2024, Coucil considered a Report on Submissions (PC 19/24), resolving to adopt the Hornsby Affordable Housing Strategy.
