On Wednesday, 4 December 2024, the Sydney North Planning Panel approved the application for redevelopment of Westleigh Park
This is a great win for residents of Hornsby Shire and the northern Sydney region, giving the Council the opportunity to meet the ever-growing need for open space and recreation facilities for the area.
The site for Westleigh Park comprises around 36 hectares of cleared open space and bushland. The redevelopment will create a major parkland with spaces for play, sporting activities including football, athletics, rugby, AFL and cricket. The Master Plan proposes structured sporting activities on three sporting platforms (providing up to six sports fields) and unstructured passive recreation experiences throughout the park, including:
- Five sports fields (including two all-weather field) and one all-weather athletics track
- Cycling and mountain biking
- Walking paths
- Informal exercise spaces
- Children’s playground and picnic areas
- Connections to local and regional bushwalking trails, and
- Passive recreation spaces.

Sydney North Planning Panel Meeting – Westleigh Park - Teleconference Meeting
The development application for redevelopment of Westleigh Park is to be determined at the Sydney North Planning Panel meeting on Wednesday, 4 December 2024.

The purpose of the meeting is to give interested people the opportunity to speak directly to the Planning Panel before a decision is made. Renotification of Designated Development and Integrated Development Proposal
Amended plans and supporting documentation have been lodged with Hornsby Shire Council for the redevelopment of Westleigh Park. Read the Summary of Amendments in the Document Library.
The proposal is both designated development and integrated development. The consent authority is the Sydney North Planning Panel.

Please note:
- All submissions will be addressed in the report evaluating the application.
- Every person who makes a submission will be advised of the date of the meeting at which the application will be determined and the outcome of the application.
- Submissions provided to Council may be made available to third parties in accordance with relevant legislation.
- In the event that this designated development application is approved, any person who has made an objection and is dissatisfied with the determination of the Sydney North Planning Panel to grant development consent, may appeal to the Land and Environment Court. If the Planning Assessment Commission conducts a review of the proposed development, the Minister’s determination of the application is final and not subject to appeal.
- Under the Environmental Planning Assessment Act 1979, a person who makes a public submission to Council in relation to a development application is required to disclose the following reportable political donations and gifts (if any) made by the person making the submission or any associate of that person within a 2 year period before the submission is made and ending when the application is determined:
(a) all reportable political donations made to any Councillor
(b) all gifts made to any Councillor, candidate or employee.
The Sydney North Planning Panel’s determination of the application will be published on the Sydney and Regional Planning Panel’s website.
