Council is proposing to change parking restrictions in The Promenade, Cheltenham to improve parking and traffic safety around Cheltenham Girls High School.

Council has received concerns from Cheltenham Girls High School and residents in The Promenade due to the narrow carriageway along The Promenade.

Traffic concerns raised by the school and residents are related to the following factors:

  1. The existing “kiss and ride” zone is too short and creates congestion.
    Vehicles approaching the zone from Beecroft Road are queuing and using the 15-minute parking spaces along the frontage of KU Pre-school.
  2. Insufficient road width to allow for two-way through-movement when kerbside parking is available and used on both sides of The Promenade.

The Proposal

To improve road safety in The Promenade, Council has partnered with Transport for NSW’s (TfNSW) “Hornsby Transport Working Group” (HTWG) and Cheltenham Girls High School to review the existing parking restrictions in The Promenade. Following detailed analysis of the current traffic and parking situation, HTWH has developed a proposal to alter the existing parking restrictions.

The objective of the changes is to relocate “kiss and ride” movements towards The Crescent, where the school has a significant frontage to The Promenade, further away from KU Pre-school and Cheltenham Early Education Centre, reducing conflicts and queuing near the intersection of The Promenade / Beecroft Road.

The proposed changes to parking restrictions have been developed on the following basis:

  1. The school will make changes to the way students access the school.
    Students who are dropped off and picked up by a private vehicle will use the existing pedestrian gate located closest to The Crescent (opposite 28 The Promenade).
    The main pedestrian entry gate (between 11 and 15 The Promenade) will continue to be used by the school (outside of peak periods) as the main pedestrian gate and for access to / from the parking spaces within close proximity to the administration building.
  2. TfNSW and bus operators have confirmed that the “Bus Zone” can be reduced in length to 35 metres.
  3. Conversion of existing unrestricted parking spaces along the school frontage immediately south of the reduced bus bay to cater for 66 metres long (11 car spaces) “kiss and ride” within areas where gradient of verge is acceptable.
  4. Conversion of the existing “kiss and ride”, between 9 to 15 The Promenade to a “No Stopping” restriction to allow for passing opportunities along The Promenade.
