Council is seeking community feedback on an owner-initiated Planning Proposal for 675-685 Old Northern Road, Dural. The Planning proposal seeks to amend the Hornsby Local Environmental Plan 2013 (HLEP) to facilitate a Health Services Facility (HSF) on site as a part of a future Development Application (DA).

The proposal intends to:

• Include Health Services Facility (HSF) as an Additional Permitted Use (APU) in Schedule 1 of the HLEP.
• Introduce a new local provision in Part 6 of the HLEP to allow development consent for a HSF with a maximum building height of 15m on the site.

The purpose of the preliminary exhibition is to obtain community feedback before Council decides whether to progress the planning proposal for Gateway Determination. Should the proposal progress to Gateway Determination, a further exhibition period will be undertaken in accordance with the Environmental Planning and Assessment Act 1979.

If the proposal progresses, the community will have another opportunity to provide feedback.

The proposal is on preliminary (non-statutory) exhibition until Tuesday 20 January 2026.
