The Hornsby DCP 2024 has been published

The Hornsby Development Control Plan 2024 was approved by Council on 10 July 2024 and implemented on 18 July 2024. The Hornsby DCP 2024 can be viewed here.


Council sought feedback on the draft Hornsby Development Control Plan 2024 (draft Hornsby DCP 2024) from 13 May to 10 June 2024.

The draft Hornsby DCP 2024 is based on the Hornsby DCP 2013 with the aim to modernise the document and improve its useability. No changes to the intent or function of current development controls are proposed.

In summary, amendments to the DCP include:

  • Updates to strategic context, recognising the Hornsby Local Strategic Planning Statement, Sustainable Hornsby 2040 Strategy and other supporting strategic documents that have been adopted in recent years.
  • Removal of all references to land south of the M2 Motorway that is within the Parramatta local government area.
  • Improvements to the referencing of Australian Standards, legislation, policies and websites.

The draft Hornsby DCP 2024 will serve as a basis for future DCP amendments informed by actions outlined in Council's adopted strategic documents.
